41. 26-55263 Recommendation to find the project exempt from CEQA under State CEQA\nGuidelines Categorical Exemption, Section 15301 (Class 1. Existing Facilities), and\nNEPA Guidelines Categorial Exclusion No. 202005003. Accept the filed Notice of\nExemption No. CE-19-257 and Categorical Exclusion No. 202005003 prepared in\naccordance with CEQA; and\nAdopt Plans and Specifications No. R-7249 and award a contract to PALP, Inc.\ndba Excel Paving Company of Long Beach, CA, for the construction of the Orange\nAvenue Backbone Bikeway and Complete Streets Improvements Project, in the\namount of $20,553,820, authorize a 10-percent contingency in the amount of\n$2,055,382, for a total contract amount not to exceed $22,609,202; and, authorize\nCity Manager, or designee, to execute all documents necessary to enter into the\ncontract, including any necessary subsequent amendments.
