Award Request for Proposal #2784 and Authorization to enter into Agreement With Economic &\nPlanning Systems, Inc. for Preparation of a Nexus Study for the Parks and Recreation Development\nImpact Fee\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of Categorical Exemption pursuant to Section 15262 (Feasibility and\nPlanning Studies) of the California Environmental Quality Act (CEQA) Guidelines;\n2. Award RFP SP2784 to Economic & Planning Systems, Inc. to prepare a nexus study for\nthe Parks and Recreation Development Impact Fee for the Public Works Department;\n3. Authorize the City Manager to execute an agreement with Economic & Planning\nSystems, Inc. in an amount not to exceed $115,450 (including a $10,505 contingency) for\none year, with two-one year renewal options with future year funding contingent on\nCouncil budget approval; and\n4.
