9.A. General Municipal Election Date and Term Limits\nRecommendation:\n1) Approve the ballot language for a proposed Charter Amendment Measure\nto be submitted to voters at the November 3, 2026, General Statewide\nElection regarding the scheduling of the City of Whittier’s General\nMunicipal Election and determine the following election procedures:\na. Whether City Council Members will serve as authors in support of or\nopposition to the measure, and if so, identify the author(s).\nb. Whether rebuttal arguments will be permitted, and if so, determine\nwhether the designated authors may authorize other individuals or\nentities to submit rebuttal arguments on their behalf.\nc. Whether the full text of the measure ordinance, the City Attorney’s\nimpartial analysis of the ordinance, or both shall be incorporated in the\nvoter information guide?\nd. The letter designation for the Measure and any alternatives.\n2) Review and discuss term limit options for City Council Members for\nconsideration of placing a related measure before voters at the November\n3, 2026, General Statewide Election.
