Award $600,000 of Workforce Innovation and Opportunity Act Formula Youth Fundsfor Program Year 20262027 (NonGeneral Fund)Department(s): Community Development AgencyRecommended Action: Authorize the City Manager to execute agreements toaward $600,000 in Workforce Innovation and Opportunity Act (WIOA) youth programfunds for a oneyear period beginning July 1, 2026, through June 30, 2027, contingenton the availability of WIOA funds for the 20262027 program year, with the followingorganizations (Core Agreement No. A2026XXX):1. Orange County Children’s Therapeutic Arts Center, in the amount of $200,000, toprovide paid work experience, career counseling, job readiness and life skills training,mentoring, academic support, and industryrecognized certifications.2. Working Wardrobes for a New Start, in the amount of $200,000, to provide careercoaching, workforce readiness workshops, paid work experience, training in highdemand industries, and supportive services.3. Taller San Jose Hope Builders, in the amount of $200,000, to provide careerpathway training, industryrecognized certifications in healthcare, construction, andchild development, employment readiness, job placement, and support services.
