7.2\nHousing Authority & City Housing Funding: Approve a Funding Commitment of up to\n$4,000,000 for the Park Hill UMC Development or the Bayview Family Apartments\nDevelopment\nReport Number: 26-0222\nLocation: 545 East Naples Street and 750 E Street\nDepartment: Housing and Homeless Services\nG.C. § 84308 Regulations Apply: Yes\nEnvironmental Notice:\nResolutions A and B: The Park Hill UMC project has been determined to be exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section\n15061(b)(3). The Park Hill UMC project itself meets all requirements set forth in California\nGovernment Code Section 65913.16(c). No further review under CEQA is required.\nResolutions C and D: The Bayview Family Apartments project was adequately covered and\naddressed in the previously certified Final Environmental Impact Report for the Urban Core\nSpecific Plan (FEIR06-01; SCH #2005081121; certified by City Council Resolution No. 2007-\n097 on April 26, 2007).\nThis item was continued from the May 19, 2026, and June 2, 2026, meetings.\nRECOMMENDED ACTION:\nAdopt resolutions A and B OR C and D:\nA. Chula Vista Housing Authority resolution authorizing a commitment of up to\n$3,000,000 in Low- and Moderate-Income Housing Asset Fund funds for the\nconstruction of an affordable housing development to be located at 545 East Naples\nStreet; and\nB. City of Chula Vista resolution authorizing a commitment of up to $1,000,000, less\n$25,000 for City staff administrative costs, in Local Housing Trust Fund funds for the\nconstruction of an affordable housing development to be located at 545 East Naples\nStreet, and appropriations therefor. (4/5 Vote Required)\nOR\nC. Chula Vista Housing Authority resolution authorizing a commitment of up to\n$3,000,000 in Low- and Moderate-Income Housing Asset Fund funds for the\nconstruction of an affordable housing development to be located at 750 E Street; and\nD.
