Approval of FY 2026-27 Operating Budget and FY 2026-27 to FY 2030-31\nCapital Improvement Program (CIP) and Financial Plan; Adoption of\nResolution 2026-48, Approving Operating and CIP Appropriations for FY\n2026-27; Adoption of Resolution 2026-49, Determining the Appropriations\nLimit for FY 2026-27 and Adoption of Resolution 2026-50, Approving Position\nTitles and Pay Ranges for FY 2026-27. Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of the CEQA Guidelines because it can be seen with certainty\nthat there is no possibility that the activity in question may have a significant\neffect on the environment. The action is also exempt from CEQA under\nSection 15378(b)(5) of the CEQA Guidelines because it involves an\norganizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment.
