8H. Approve the Design for the La Costa Avenue Pedestrian Path Project\n(CS24C), Authorize Advertisement for Construction, and appropriate\ndeveloper fair share and in lieu fees. Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15301 (c) of the CEQA\nGuidelines. This exempts minor alterations to existing public streets,\nsidewalks, gutters, and similar facilities including the replacement or\nreconstruction of existing structures and facilities. The project meets the\ncriteria of this CEQA Guidelines section. No historic resources are affected by\nthe construction and grading proposed with the project and no other\nexceptions in Section 15300.2 of the CEQA Guidelines are applicable to the\nproject. Contact Person: Engineer I DeWhite\nRecommended Action: 1) Approve the design and plans for the La Costa\nAvenue Pedestrian Path Project (CS24C); 2) Adopt City Council Resolution\nNo. 2026-42 titled, "A Resolution of the City Council of the City of Encinitas,\nCalifornia, Approving the Design and Plans for Construction of the La Costa\nAvenue Pedestrian Path Project (CS24C), Pursuant To Government Code\nSection 830.6"; 3) Authorize the advertisement of the La Costa Avenue\nPedestrian Path Project (CS24C) for construction bids; and 4) Adopt City\nCouncil Resolution No. 2026-43, titled "A Resolution of the City Council of the\nCity of Encinitas, California, Amending the Fiscal Year 2025-26 Budget" to\nincrease the La Costa Avenue Pedestrian Path Project (CS24C) by $29,300.\n2026-06-17 Item 08H Design Approval for the La Costa Ave Pedestrian Path\nProject (CS24C)
