Second reading and final adoption of Ordinance No. 2026-06 to amend the\nCity of Encinitas’ contract with the California Public Employees’ Retirement\nSystem to change the retirement classification of the Fire Marshal positions\nfrom Local Miscellaneous to Fire Safety. Environmental Considerations: The\naction being considered by the City Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a "project" under Section\n15061(b)(3) of CEQA Guidelines because it can be seen with certainty that\nthere is no possibility that the activity in question may have a significant\neffect on the environment. The action is also exempt from CEQA under\nSection 15378(b)(5) of the CEQA Guidelines because it involves an\norganizational or administrative activity of government that will not result in\ndirect or indirect physical change in the environment.
