Public hearing to consider a timely-filed appeal (Case No. APPEAL-009018-\n2026) of the Development Services Department conditional approval of an\nagriculture permit and a coastal development permit for the relocation of a\nfarmers’ market from Paul Ecke Central Elementary School located at 185\nUnion Street to Oak Crest Middle School located at 675 Balour Drive.\nEnvironmental Considerations: The project has been determined to be\nexempt from environmental review pursuant to California Environmental\nQuality Act (CEQA) Guidelines Section 15311 (Class 11), which exempts the\nplacement of minor structures accessory to existing institutional facilities.\nClass 11 exemptions include the placement of seasonal or temporary-use\nitems such as mobile food units, portable restrooms, or similar items in\ngenerally the same location from time to time at sites designed for public use.\nThe project meets these criteria. None of the exceptions in Section 15300.2\nof the CEQA Guidelines apply, and no historical resources will be impacted\nby the proposed development.
