Updates to the City of Encinitas Permit Parking Program and Municipal Code\nChapter 14.41 and Introduction of Ordinance No. 2026-12 and Updates to\nCity of Encinitas Municipal Code Chapter 14.42 and Introduction of\nOrdinance No. 2026-13. Environmental Considerations: The action being\nconsidered by the City Council is exempt from the California Environmental\nQuality Act (CEQA) because it is not a "project" under Section 15061(b)(3) of\nthe CEQA Guidelines because it can be seen with certainty that there is no\npossibility that the activity in question may have a significant effect on the\nenvironment. The action is also exempt from CEQA under Section 15378(b)\n(5) of the CEQA Guidelines because it involves an organizational or\nadministrative activity of government that will not result in the direct or\nindirect physical change in the environment. Contact Person: City Traffic\nEngineer Bandegan\nRecommended Action: 1) Conduct a public hearing regarding amending\nChapter 14.41, Permit Parking Zones, and Chapter 14.42 Parking Violation\nEnforcement of the Encinitas Municipal Code; 2) Receive the report by Dixon\nResources Unlimited, Inc. on City of Encinitas' Permit Parking Program; 3)\nIntroduce Ordinance No. 2026-12, titled "An Ordinance of the City Council of\nthe City of Encinitas, California, Amending Chapter 14.41, Permit Parking\nZones, of the Encinitas Municipal Code"; and 4) Introduce Ordinance No.\n2026-13, titled "An Ordinance of the City Council of the City of Encinitas,\nCalifornia, Amending Chapter 14.42, Parking Violation Enforcement, of the\nEncinitas Municipal Code".\n2026-06-17 Item 10C Updates to Permit Parking Program and EMC Chapters\n14.41 & 14.42
