26. AWARD CONTRACT: SEWER MAIN REPLACEMENT PROJECT ON SEVENTH\nSTREET BETWEEN VALLEY BOULEVARD AND SHORB STREET – F2M26-26,\nN2M26-50, C2M26-36, M2M26-96\nOn April 27, 2026, the City Council approved the distribution of Notice Inviting Bids for the\nProject. On June 4, 2026, five bids were received, which ranged from $286,720.00 to\n$787,793.00. Torres Sanitation Systems Construction submitted the lowest qualified bid\nat $286,720.00. Staff reviewed the bid submitted by Torres Sanitation Systems\nConstruction and found it to be in full compliance and conformance with the Project’s\nspecifications.\nRecommended Action: City Council approve a contract, subject to final language\nand Torres Sanitation Systems Construction for the Sewer Main Replacement Project on\nSeventh Street between Valley and Shorb (Project) in an amount not to exceed\n$286,720.00; determine the Project’s categorically exempt from California Environmental\nQuality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (b); authorize\nappropriations in the amount of $286,720.00 from the Sewer Fund Balance; and direct\nstaff to undertake the steps necessary to finalize the Council’s action.
