33. AWARD CONTRACT: FIRE STATION 74 BATHROOM REMODEL PROJECT – F2M23-\n55, N2M23-78, C2M26-38, M2M26-103\nOn June 26, 2023 the City Council approved the distribution of a Notice Inviting Bids for\nthe Fire Station 74 Bathroom Remodel Project; however, there was a delay in soliciting\nbids due to design and cost issues. The Notice Inviting bids was issued on April 27, 2026.\nOn June 4, 2026, bids were opened by the City Clerk. Nine bids were received, which\nranged from $339,900.00 to $596,000.00. Mani Construction Company submitted the\nlowest bid. However, during the bid evaluation process, it was discovered that Mani\nConstruction Company did not perform similar work in the past, as required per the Notice\nInviting Bids. Therefore, the bid from Mani Construction was deemed non-responsive. The\nsecond lowest bidder, RS Construction & Development, Inc., was deemed the lowest\nresponsive bidder. Staff reviewed the bid submitted by RS Construction & Development,\nInc. and found it to be in compliance and conformance with the project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to RS Construction & Development, Inc.\nin the amount not to exceed $345,025.00 for the Alhambra Fire Department Station 74\nBathroom Remodel Project; determine the project is exempt from CEQA pursuant to\nCEQA guidelines section 15301; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
