31. TRAFFIC CALMING IMPROVEMENTS – F2M24-33, M2M26-100\nThe City has established Traffic Calming Guidelines to address neighborhood concerns\nrelated to motorized traffic and pedestrian safety. The guidelines establish a structured\nand transparent framework for evaluating and implementing appropriate traffic calming\nmeasures on residential streets. Between January and May 2026, the City received one\neligible traffic calming request requiring Transportation Commission review and City\nCouncil approval as follows: Upgrade the existing all-way Stop control for Granada\nAvenue and El Molino Street and install new flashing Stop signs. This traffic calming\nrequest was reviewed and discussed at the Transportation Commission meeting on May\n13, 2026. The meeting also provided an opportunity for public input regarding the traffic\ncalming measures requested by residents. The Commissioners concurred with the\nfindings and unanimously recommended that the City Council approve the measures\nidentified in the traffic studies. Following City Council approval, staff will prepare materials\nfor implementation.\nRecommended Action: City Council approve the traffic calming measures for\nGranada Avenue and El Molino Street as outlined in the June 22, 2026 staff report by the\nDirector of Public Works & Utilities; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
