25. AUTHORIZE RFP: AMERICANS WITH DISABILITIES ACT (ADA) AND SECTION 504\nSELF-EVALUATION ASSESSMENT AND TRANSITION PLAN SERVICES – F2M26-33,\nRFP2M26-8\nAs a recipient of Federal Highway Administration (FHWA) funds though Caltrans, the City\nmust comply with Americans with Disabilities Act (ADA) and Section 504 requirements.\nThe City is required to perform a self-evaluation assessment and transition plan. ADA\nTransition Plans are increasingly used by federal and state agencies to assess compliance\nand eligibility for transportation funding. The City's most recent ADA accessibility\nassessment and transition planning effort was completed in 1992. Since that time,\naccessibility regulations, design standards, and Caltrans requirements have changed\nsignificantly, and the City has completed numerous infrastructure and facility\nimprovements that have not been comprehensively evaluated under current standards. A\ncompleted Assessment and Transition Plan will provide the City with priorities for\nimproving accessibility, maintaining regulatory compliance, and supporting future grant\napplication opportunities.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals for Americans with Disabilities Act (ADA) and Section 504 self-evaluation\nassessment and transition plan, with proposals due no later than 4:00 p.m. on Thursday,\nAugust 13, 2026; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
