19. AWARD CONTRACT: CONSTRUCTION OF POPPY PARK – F2M24-57, N2M26-48,\nC2M26-32, M2M26-91\nOn April 27, 2026, the City Council approved the distribution of a Notice Inviting Bids for\nthe Poppy Park Project. The project will transform the former vacant library site into a new\ngreen space located at 2037 South Fremont Avenue. Planned improvements include the\nvacation of a small street, drought-tolerant landscaping, a stormwater swale system, a\nwalking path, a water-filling station, picnic tables, and a laser-cut pergola incorporating\nreclaimed beams from the former building. On May 28, 2026, the City Clerk received ten\nbids for the Project ranging from $548,341.00 (Ankor Associates, Inc.) to $1,392,474.05\n(Crosby Plumbing, Inc. dba Crosby Construction). The bid received from Ankor\nAssociates, Inc. is the lowest responsive bid. Staff reviewed the bid submitted by Ankor\nAssociates, Inc., and found it to be in full compliance and conformance with the project\nspecifications.\nRecommended Action: City Council award a contract, subject to the final language\napproved by the City Manager and City Attorney, to Ankor Associates, Inc. in an amount\nnot to exceed $548,341.00 for the Poppy Park Project; and, direct staff to undertake the\nsteps necessary to finalize the Council’s action.
