20. AWARD CONTRACT: CONSTRUCTION MANAGEMENT AND CONSTRUCTION\nINSPECTION SERVICES FOR POPLAR BOULEVARD REHABILITATION PROJECT\n(FEDERALLY FUNDED PROJECT STPL-5130(024)) – F2M25-55, RFP2M26-1, C2M26-\n33, M2M26-92\nOn April 23, 2026, the City Clerk received nine proposals for Construction Management\nand Construction Inspection Services for the Poplar Blvd Rehabilitation Project (Federally\nFunded Project STPL-5130(024)). Staff reviewed and evaluated the responses and found\nthe proposal submitted by Specs Engineering Group (SEG), conforms to the RFP and\nreceived the highest rating. Consultants were rated on scope of work, similar project\nexperience and qualifications of staff, company qualifications and experience in providing\nsimilar services, experience in providing similar services, and compliance with the RFP’s\nrequirements.\nRecommended Action: City Council award a contract to Specs Engineering Group\n(SEG), subject to final language approval by the City Manager and City Attorney, in the\namount of $108,888.00 for the Construction Management and Construction Inspection\nServices for the Poplar Blvd Rehabilitation Project (Federally Funded Project STPL-\n5130(024)); and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
