21. AWARD CONTRACT: TITLE VI PROGRAM DEVELOPMENT AND IMPLEMENTATION\nSERVICES – F2M26-29, RFP2M26-6, C2M26-34, M2M26-93\nAs a recipient of Federal Highway Administration (FHWA) funds though Caltrans, the City\nis required to develop and implement a Title VI program subject to the review of Caltrans’\nOffice of Local Civil Compliance. Staff obtained authorization to distribute the Request for\nProposals for the Project on April 27, 2026 and distributed the Request for Proposals on\nMay 5, 2026. Staff received and reviewed two proposals. DCCM Infrastructure, Inc. was\nselected based on their project understanding, project approach, project team\nqualifications, relevant experience, references, and costs of the proposal.\nRecommended Action: City Council award a contract to DCCM Infrastructure, Inc.,\nsubject to final language approval by the City Manager and City Attorney, in the amount\nof $29,555.00 for professional services for the City’s Title VI Program Development and\nImplementation; and, direct staff to undertake the steps necessary to finalize the Council’s\naction.
