36. APPROVAL OF A CHANGE ORDER TO THE CONTRACT FOR ALHAMBRA\nCOMMUNITY TRANSIT AND SENIOR RIDE – F2M24-30, C2M25-30, M2M26-106\nEffective July 1, 2025, a contract with First Transit was executed to provide contracted\ntransit operations for Alhambra Community Transit (ACT) and Alhambra Senior Ride. The\nagreement with First Transit expires on June 30, 2030. During the past year, several\nunanticipated construction projects and service disruptions resulted in delays and\nextended operating hours on the route. Based on the actual service hours incurred during\nthe first eleven months of FY 2025-26, the original contract budget is projected to be\ninsufficient to cover operating costs for the final month of the fiscal year. A change order\nis required to address the funding shortfall. The additional funding will allow for payment\nof the final invoice for June 2026 services and facilitate the closeout of the FY 2025-26\ncontract term.\nRecommended Action: City Council approve Change Order No. 1 for FY 2025-\n2026, Alhambra Community Transit and Senior Ride contract with First Transit Inc.,\nincreasing Contract No. C2M25-26 by $102,000.00, bringing the total revised contract\nvalue to $3,081,821.02, subject to approval by the City Manager and City Attorney; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.
