44. CONTRACT AMENDMENT WITH KIMLEY HORN FOR ADDITIONAL TRAFFIC STUDY\nWORK TO FURTHER ASSESS IMPACT FROM THE CITY’S 710 STUB ARTERIAL\nCONVERSION PROJECT – F2M19-32, C2M20-43, M2M26-115\nAt the May 26, 2026 710 MIPs Town Hall, the City Council directed staff and engineers\npause on the next phase of work—the Project Approval and Environmental Document,\nPlans, Specifications and Estimate (PSE) and Right of Way (RW) work for the Fremont\nInterchange Project—until such time additional traffic and impact analyses are conducted\nto further evaluate the potential effects and mitigation associated with the City’s 710 Stub\nArterial Conversion Project before determining future project development sequencing.\nUnderstanding the City’s Municipal Code allows the Council to waive additional\nprocurement procedures when advantageous for the City to do so, the City Council further\ndirected Kimley Horn facilitate the study work considering their intimate knowledge with\nthe City’s MIPs. On June 17, 2026, staff received a detailed proposal from Kimley Horn\noutlining the scope of work under this task, schedule, and related costs. Kimley Horn will\nprovide a corridor- wide traffic analysis independent of the Caltrans project development\nprocess. The purpose of this effort is to evaluate the Stub Arterial Conversion Project\nalternatives, assess resulting impacts to local and regional transportation facilities, identify\noperational deficiencies, and develop mitigation strategies that may improve overall\nsystem performance. The study will evaluate traffic conditions throughout the corridor,\nincluding the l-10/Fremont Avenue, 1-10/Atlantic Boulevard, and 1-10/Garfield Avenue\ninterchange areas, and will provide technical findings and recommendations to support\nfuture City decision-making. The costs for the study work are $326,098, bringing the\ncontract’s not-to-exceed total to $6,639,613.79. It will take approximately six months to\ncomplete the study work, which results will subsequently be presented to the Council\nduring a public meeting.\nRecommended Action: City Council approve a Fourth Contract Amendment with\nKimley-Horn (Contract C2M20-43), subject to final language approval by the City Manager\nand the City Attorney, for an additional $326,098 for professional engineering consulting\nservices for additional traffic and impact analyses to further evaluate the potential effects\nand mitigation associated with the City’s 710 Stub Arterial Conversion Project; authorize\nappropriations in the amount of $326,098 from Measure M Funds in Fiscal Year 2026-27\nfor the costs associated with this study work; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.
