52. SECOND READING AND ADOPTION OF AN ORDINANCE ADDING SECTION\n3.12.180 (TWO YEAR BUDGETS) AND AMENDING SECTIONS 2.24.020(C),\n2.28.020(C), 2.32.030(A), 2.34.020(C), 9.12.030 AND 19.01.010(SEC. 102)(G) OF THE\nALHAMBRA MUNICIPAL CODE PERTAINING TO THE QUALIFICATIONS FOR\nMEMBERS OF THE PLANNING COMMISSION, PARKS & RECREATION\nCOMMISSION, LIBRARY BOARD AND TRANSPORTATION COMMISSION AS WELL\nAS DAYTIME LOITERING AND THE SALE OF SAFE AND SANE FIREWORKS –\nF2M26-16, O2M26-4862\nStaff is requesting that the City Council consider second reading and adoption of an\nordinance adding Section 3.12.180 (Two Year Budgets) and amending Sections\n2.24.020(C), 2.28.020(C), 2.32.030(A), 2.34.020(C), 9.12.030 and 19.01.010(Sec.\n102)(G) of the Alhambra Municipal Code pertaining to the qualifications for members of\nthe Planning Commission, Parks & Recreation Commission, Library Board and\nTransportation Commission as well as Daytime Loitering and the Sale of Safe and Sane\nFireworks From time-to-time updates are made to the AMC to address new state\nlegislation, clarify ambiguous provisions, or delete outdated language. For this annual\nreview, City staff is suggesting minor changes to the AMC to reflect current practices and\nclarify confusing parts of the AMC. First, City staff identified the proposed addition of\nSection 3.12.180 (Two Year Budget) which would allow for the preparation of two-year\nbudgets, which has been staff’s and the Council’s recent practice and preference to better\nstabilize the City’s finances. Staff also identified proposed amendments to Sections\n2.24.020, 2.28.020, 2.32.030, 2.34.020 (Qualifications – Parks & Recreation Commission,\nBoard of Library Trustees and Transportation Commission) which would further clarify the\nresidency requirements for members of those Boards/Commissions. Furthermore, staff is\nproposing amendments to Section 9.12.030 (Loitering; Daytime) which would change the\ntruancy hours from 8:30 a.m. to 1:30 p.m. daily to instead refer to “school hours,” given\nthe variation in school hours on a daily basis, and by school. Finally, staff is proposing an\namendment to Section 19.01.010 (Sale of Safe and Sane Fireworks) to address an\ninconsistency between the fee amount currently stated in the City’s adopted ordinance as\nit pertains to the sales of Safe and Sane fireworks and the City’s adopted Master Fee\nSchedule. To ensure accuracy and flexibility moving forward, the proposed ordinance\nwould remove the specific fee amount and instead direct the public to the City’s current\nfee schedule, as adopted and periodically updated by resolution of the City Council. The\nproposed ordinance was given first reading at the May 11, 2026 City Council meeting.\nRecommended Action: City Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nAlhambra, California, adding Section 3.12.180 (Two Year Budgets) and\namending Sections 2.24.020(C), 2.28.020(C), 2.32.030(A), 2.34.020(C),\n9.12.030 and 19.01.010(Sec. 102)(G) of the Alhambra Municipal Code\npertaining to the qualifications for members of the Planning Commission, Parks\n& Recreation Commission, Library Board and Transportation Commission as\nwell as Daytime Loitering and the Sale of Safe and Sane Fireworks
