43. AWARD OF CONTRACT TO THE ENERGY COALITION FOR DIRECT-TO-RENTER\nPILOT PROGRAM – F2M26-36, C2M26-43, M2M26-114\nIn December, the City secured funding from the Clean Power Alliance Innovation Fund to\ndevelop a program to provide income-qualified Alhambra renters energy-efficient electric\nappliances, such as HEPA air purifiers, portable heat pump HVAC units, smart plugs, or\nportable power stations. The pilot program, called Renter’s EDGE (equity-driven green\nelectrification), will provide these renter-friendly electric appliances at no cost directly to\nincome-qualified Alhambra renters who are Clean Power Alliance customers. Successful\nimplementation of a new direct-to-renter program requires specialized technical expertise,\ndata management, and appliance procurement capabilities. Staff recommends utilizing the\npiggybacking process to award this contract to the Energy Coalition (TEC) based on the\nprocurement process undertaken by other public agencies (Alhambra Municipal Code\neach selected TEC to provide technical assistance, support and/or program design\noversight for similar direct-to-renter programs, through their respective competitive\nprocesses. TEC was also awarded, through a competitive process, a Community Energy\nInnovation Prize from the U.S. Department of Energy to design and implement a pilot\nimplementation services, including the creation of marketing and outreach materials,\ndevelopment of the participant application process, procurement and delivery of\nappliances, and data collection and analysis.\nRecommended Action: City Council approve a contract, subject to final language\nthe Energy Coalition (TEC), for the direct-to-renter pilot program in an amount not to\nexceed $125,000.00; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
