42. APPROVAL OF THE CITY OF ALHAMBRA COMPREHENSIVE ENVIRONMENTAL\nSUSTAINABILITY PLAN – F2M22-64, M2M26-113\nCity staff and consultants from ESA have completed the City of Alhambra’s first\nComprehensive Environmental Sustainability Plan (the Plan) to provide a long-term\nframework that will help improve environmental and sustainability issues within Alhambra.\nThis final draft of the Plan is the product of extensive data analysis, community\nengagement, and input from experts and stakeholders. At the direction of the City Council,\nstaff and ESA held a monthlong period for public comment on the public draft that was\nreleased in late March 2026. The final draft of the Plan contains unique strategies,\nmeasurable targets, and achievable actions to describe the steps for reaching the City’s\nvision of sustainability. It identifies high priority programs and projects for staff to undertake\nin the first years after adoption. Importantly, the Plan also identifies key metrics that will\nbe used to measure the impact of the actions. A detailed path for implementation is a key\ncomponent of the Plan. Staff will continue to provide regular updates to the Environmental\nSustainability Commission and seek guidance on prioritization of the recommended\nactions in the Plan with the budget Council provided. Staff will continue community\nengagement and outreach to educate residents, businesses, and stakeholders about the\nsustainability action items. Staff will actively pursue grant funding, strategic partnerships,\nand other resources to support implementation and leverage City investments to maximize\ncommunity and environmental benefits.\nRecommended Action: City Council approve and adopt the Comprehensive\nEnvironmental Sustainability Plan and direct staff to undertake the steps necessary to\nfinalize the Council’s action, or provide other direction as deemed appropriate.
