9. APPROVAL OF A CHANGE ORDER TO CONTRACT FOR THE STORM DRAIN\nREHABILITATION PROJECT ON CARLOS AVENUE – F2M25-64, C2M26-5, M2M26-\nOn January 26, 2025, the City Council approved an award of Contract to Torres Sanitation\nSystems Construction for the Storm Drain Rehabilitation Project on Carlos Avenue in an\namount not to exceed $100,300.00 (C2M26-5). The Storm Drain Pipe Repair Project\noriginally intended to rehabilitate a failing drainage line from 2027 Carlos Avenue to\nMontezuma Avenue. Due to the alignment passing multiple private properties, a\ntrenchless pipe-lining method was selected to minimize surface disruption. However, pre-\nlining video inspections revealed severe structural deterioration undetected during initial\nassessments. Portions of the existing corrugated metal pipe were completely rusted out,\nleaving the pipe without a bottom section. This structural failure made immediate\ntrenchless lining technically infeasible without structural stabilization. To resolve this issue\nand complete the project, the contractor must perform open-trench spot repairs at three\ndistinct locations. This proposed Change Order covers the direct costs of these structural\nspot repairs, alongside necessary site restoration efforts including concrete paving, soil\nleveling, and property cleaning.\nRecommended Action: City Council approve Change Order No. 1 for the Storm\nDrain Rehabilitation Project on Carlos Avenue, increasing Contract No. C2M26-5 with\nTorres Sanitation Systems Construction by $48,000.00 and bringing the total revised\ncontract value to an amount not to exceed $148,300.00 to complete the project;\nappropriate $48,000.00 from the Safe Clean Water Program Fund to cover the change\norder; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M26-83)
