41. AWARD CONTRACT: 2025-2026 CDBG INFRASTRUCTURE IMPROVEMENT\nPROJECT – F2M26-32, N2M26-40, C2M26-42, M2M26-112\nThe Notice Inviting Bids (N2M26-40) was approved on April 13, 2026. The project consists\nof sidewalk improvements, repair of curb and gutter, off-grade driveway approaches and\nremoving/replacing ADA ramps. On Thursday, May 28, 2026, the City Clerk received 9\nbids ranging from $539,200.00 (Towo Enterprise, Inc.) to $923,200.00 (Toro Enterprises,\nInc.). Staff reviewed the bids and found the bid received from Towo Enterprise, Inc. in the\namount of $539,200.00 is the lowest responsible bid. Towo Enterprise, Inc. has the\nnecessary licenses to complete the work and has conducted similar scale projects in\nsurrounding cities. CDBG funds in the amount of $374,114.00 will be utilized for the repair\nof sidewalk to improve accessibility for senior and persons with disabilities or mobility\nimpairments.\nRecommended Action: City Council award a contract to Towo Enterprise, Inc.,\nsubject to final language approval by the City Manager and City Attorney, for the\nconstruction of the 2025-2026 CDBG Infrastructure Improvements Project in the amount\nof $539,200; direct the Finance Director to appropriate $374,114.00 from the ADA\nImprovements fund account number 251.12.12520.00000.914530 and allocate the funds\ninto the CDBG Capital Improvements fund account number 251.12.12520.00000.918320;\nand, direct staff to undertake the steps necessary to finalize the Council’s action.
