5. ANNUAL RECRUITMENT AND VACANCY REPORT – F2M26-2\nGovernor Newsom signed AB 2561 into law on September 22, 2024 to amend the Meyers-\nMilias Brown Act (MMBA). Effective January 1, 2025, AB 2561 added California\nGovernment Code Section 3502.3 which requires public agencies to hold a public hearing\nat least once per fiscal year to report on vacancy and recruitment status and retention\nefforts. The public hearing presentation must be made prior to the adoption of the final\nbudget for the fiscal year. The City’s previous report was presented at the City Council\nmeeting of May 12, 2025. The City has 412 full-time positions budgeted with 19 of these\npositions vacant as of May 14, 2026, for an approximately 4.6% overall vacancy rate.\nWithin the past 12 months, City Human Resources staff has worked closely with public\nsafety police and fire to support and enhance recruitment strategies focused on hiring at\nthe level of Police Recruit and Fire Paramedic Intern. Doing so allows interested qualified\ncandidates an opportunity to work in a job and internship work structure. These efforts\nsupport the City Council’s strategic goal to not only enhance public safety but also\nenhance transparency and open governance. City staff will continue efforts towards filling\nthe remaining budgeted vacancies.\nRecommended Action: City Council conduct a public hearing; and, receive and file\nthe annual report on recruitment and vacancy rates.\nPRESENTATIONS
