6. HOUSING ELEMENT IMPLEMENTATION PROGRAM 11 (WORKFORCE HOUSING\nPROGRAM): REPORT AND PRESENTATION ON WORKFORCE HOUSING\nPROGRAM PLAN – F2M20-37, M2M26-101\nHousing Element Program 11 directs the City to develop a proposal for a Workforce\nHousing Program that may include employer-assisted housing opportunities, identification\nof financial resources specific to workforce housing, and other incentives and actions to\npreserve and produce workforce housing. The City partnered with the San Gabriel Valley\nCouncil of Governments (SGVCOG) through its Affordable Housing Incubator Program,\nfunded by the Southern California Association of Governments (SCAG) Regional Early\nAction Planning (REAP) 2.0 Program, to develop the proposal for a Workforce Housing\nProgram in Alhambra. Staff will present information about the Workforce Housing Program\nPlan which was prepared to help the City better understand local workforce housing needs\nand identify potential program components, partnerships, funding strategies, and\nimplementation actions that the City may consider if it elects to establish a Workforce\nHousing Program Plan in the future.\nRecommended Action: City Council receive a presentation on the Workforce\nHousing Program Plan, approve eligibility ranges in the Executive Summary of the\nWorkforce Housing Program Plan as outlined in the June 22, 2026 staff report by the\nDirector of Community Development and direct staff as deemed appropriate.
