7. REVIEW OF THE MIDWICK PARK / ALHAMBRA HILLS TRACT PREFERRED\nPARKING DISTRICT – F2M26-7, F2M15-59\nOn December 14, 2015, the City Council adopted Resolution No. R2M15-29 establishing\nthe Midwick Park / Alhambra Hills Tract Preferred Parking District (PPD) in response to\nneighborhood parking concerns associated with spillover student parking from California\nState University, Los Angeles (CSULA). The PPD was established following resident\npetitions, community outreach, and neighborhood surveys indicating support for parking\nrestrictions within the affected residential area. On May 11, 2026, Vice Mayor Andrade-\nStadler requested that staff agendize a review of the existing PPD restrictions and\nevaluate the potential expansion of the District to address ongoing parking concerns\nraised by residents related to the nearby Los Angeles Football Club (LAFC) training\nfacility. LAFC opened after the PPD was created. Since the May 11th meeting, staff has\nreceived numerous calls from residents in the PPD, particularly those that are interested\nin having their street removed from the PPD because there is no longer an issue. As such,\nstaff is recommending community outreach be conducted for all properties in the current\nPPD, to determine if the boundaries should be reduced, and if the days/hours of the\nremaining PPD should be expanded to include Saturday and Sunday to regulate LAFC\nparking.\nRecommended Action: City Council direct staff to undertake community outreach in\nthe Midwick Park / Alhambra Hills Tract Preferred Parking District to determine the\nnecessary boundaries and potential expansion of days for the District, or direct staff as\ndeemed appropriate.
