38. THIRD AMENDMENT WITH ALL CITY MANAGEMENT SERVICES (ACMS) FOR\nSCHOOL CROSSING GUARD SERVICES – F2M22-62, C2M23-90, M2M26-109\nStaff is requesting to amend the contract with ACMS to extend the contract to July 31,\n2031, and thereby increase the contract by an additional $1,406,886.00 for the first three\nyears and the remaining two years increases will be based on the annual consumer price\nindex (CPI) of Los Angeles County to continue the school crossing guard program. The\nCity entered into the contract in 2023 with the intent of evaluating the reliability of ACMS\nbefore awarding additional years. ACMS has a track record for reliable and responsive\nservice, therefore staff recommends awarding an amendment pursuant to\nRecommended Action: City Council approve the Third Amendment to Contract No.\nC2M23-90 with All City Management Services, subject to final language approval by the\nCity Manager and City Attorney, for crossing guard services for a five-year term in an\namount not to exceed $1,406,886.00 for the first three years of the term and annual CPI\nincrease each year thereafter; extend the contract terms to July 31, 2031, contingent on\nan agreement with the Alhambra Unified School District for the reimbursement of summer\nschool crossing guard services; authorize the City Manager or designee to execute such\ndocuments; and direct staff to undertake the steps necessary to finalize the Council’s\naction.
