39. AWARD OF CONTRACT PURCHASE OF ONE COMPRESSED NATURAL GAS\nFUELED PASSENGER BUS FOR THE ALHAMBRA COMMUNITY TRANSIT – F2M26-\n6A, C2M26-41, M2M26-110\nStaff is recommending the purchase of a single replacement bus at this time because the\nCity is actively working with transit consultants to develop a long-term fleet electrification\nstrategy. As the City evaluates the transition to battery-electric buses and the\ninfrastructure necessary to support them, purchasing one replacement CNG bus will\nensure the continued reliability of transit operations while maintaining flexibility for future\nfleet replacement decisions. The proposed purchase will be made through the California\nAssociation for Coordinated Transportation (Cal ACT) cooperative purchasing program.\nUsing the co-op purchase contract enables the City to leverage competitively solicited\npricing and streamlined procurement procedures, resulting in cost savings. The City’s\nMunicipal Code under 3.36.080(B)(3) authorizes dispensing with the City’s purchasing\nmethods if the supply or equipment is available through or in conjunction with another\npublic agency’s purchase of such supply or equipment, and the other public entity has\ngone through a bidding process the City determines is comparable to the City’s processes\n(piggybacking).\nRecommended Action: City Council award a contract to GILLIG LLC, for the\npurchase of one (1) 35-foot compressed natural gas (CNG) transit bus for the Alhambra\nCommunity Transit (ACT) system in the amount of $850,000.00; and, direct staff to\nundertake the steps necessary to finalize the Council’s action.
