29. AWARD OF CONTRACT FOR SIDEWALK ASSESSMENT AND REPAIR SERVICES –\nF2M26-35, C2M26-37, M2M26-98\nAs part of the City’s proactive risk management plan, the City regularly inspects and\nmaintains its right-ofway sidewalks. In 2018, the CA Joint Powers Insurance Authority\n(CJPIA) created a master services agreement to allow member agencies to take\nadvantage of favorable pricing related to sidewalk hazard remediation. After following a\nselection process, the CJPIA developed an agreement with Precision Concrete Cutting.\nStaff will work with Precision Concrete Cutting (PCC) to inspect all right of way sidewalk\nwithin the City. PCC will inspect the sidewalk, document any sidewalk deviations and\nprovide a report to the City. As part of this agreement, PCC will also repair certain sidewalk\nhazards. The method of trip hazard removal shall entail precise saw cutting performed\nwith hand held, electric powered equipment or removal and replacement of the entire\npanel. PCC guarantees their repairs meet Americans with Disabilities Act (ADA)\nregulations. The contract with PCC is for three years commencing July 2026.\nRecommended Action: City Council award a three-year contract to Precision\nConcrete Cutting, subject to final language approval by the City Manager and City\nAttorney, in an amount not to exceed $225,000.00 per fiscal year for sidewalk inspection,\nrepair and maintenance; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
