28. NOTICE INVITING BIDS: WATER MAIN REPLACEMENT PROJECT ON CONCORD\nAVENUE, LA PALOMA AVENUE, AND MERIDIAN AVENUE – F2M26-34, N2M26-78\nThe Utilities Division regularly installs water mains to replace aging pipelines and to\nimprove system reliability and water quality. The four-inch cast iron water main pipes on\nLa Paloma Avenue between Main Street and Concord Avenue and on Meridian Avenue\nbetween Main Street and Concord Avenue were installed in 1922. The six-inch cast iron\nwater main pipe on Concord Avenue between Orange Grove Avenue and La Paloma\nAvenue was installed in 1923.The water main pipes have a history of breaks. These water\nmain lines should be replaced to greatly improve flow and firefighting capabilities in an\nemergency. This project replaces the existing four-inch and six-inch cast iron water mains\nwith new 8-inch ductile iron water mains. Plans and specifications have been prepared.\nStaff reviewed the plans and found them to be consistent with the City’s standards.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Water Main Replacement Project on Concord Avenue, La\nPaloma Avenue, and Meridian Avenue with bids due no later than 10:30 a.m. on August\n20, 2026, and opened at 11:00 a.m. that same day; and direct staff to undertake the steps\nnecessary to finalize the Council’s action.
