Community Programs Grants, Community Event Assistance and Strategic\nSponsorship Recommendations for Fiscal Year 2026-27\na) Determine this action is exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines\nbecause this action will not result in a physical change to the environment, directly or\nindirectly;\nb) Adopt Resolution No. 2026-44, A Resolution of the City Council of the City of\nNewport Beach , California, Repealing City Council policies A-12 and B-12 and\nAdopting Council Policy A-12 (Community Program Grants and Community Event\nAssistance Policy), Council Policy A-13 (Discretionary Grants Policy) and Council\nPolicy B-12 (Strategic Sponsorship Policy), regarding Public Benefit Funding\nPrograms;\nc) Authorize City Manager or designee to allocate $544,197 to recipients identified\nin the staff report for Community Program Grants, Community Event Assistance and\nStrategic Sponsorships subject to the approval of Resolution No. 2026-44; and,\nd) Approve Budget Amendment No. 26-084, increasing expenditure appropriations\nin the total amount of $217,697 from the General Fund unappropriated fund balance,\nallocated as follows: $52,697 to the Special Event Support account under the City\nCouncil (01005005-821016), and $165,000 to the Strategic Sponsorship account\nunder the City Manager’s Office (01020202-821017).\nStaff Report\nAttachment A - Resolution\nAttachment B - Community Programs Grants Recommended Funding\nAttachment C - Community Event Assistance Recommended Funding\nAttachment D -Strategic Sponsorship Recommended Funding\nAttachment E - Budget Amendment
