3.1 GREAT PARK PARKING SYSTEM AWARD OF CONTRACT AND POLICY\nDIRECTION\nACTION:\n1) Conduct the public hearing.\n2) Award contract in the amount of $1,083,377 for the Great Park Paid Parking\nProgram to Parking Concepts, Inc. and authorize the City Manager to execute\nthe construction and service agreement.\n3) Approve the Great Park Paid Parking Policy.\nIRVINE, CALIFORNIA, ADOPTING A GREAT PARK PAID PARKING\nPROGRAM POLICY AND ESTABLISHING RELATED FEES\n3.1\nCITY COUNCIL/BOARD BUSINESS\nPublic comments on City Council/Board Business items will be heard at the time the\nmatters are considered. If 10 or fewer requests to speak are submitted, each speaker\nshall be limited to three (3) minutes per item. If between 11 and 15 speakers submit\nrequests to speak, each speaker shall be limited to two (2) minutes per item. If 16 or\nmore requests to speak are submitted, each speaker shall be limited to 90 seconds per\nitem. The time limit per speaker shall be established based on the number of requests to\nspeak submitted to the City Clerk before the first speaker is called. Requests to speak\nsubmitted after the first speaker is called shall receive 90 seconds. These time limits\nmay be shortened or extended, or a cumulative limit on the time for all public speakers\nmay be imposed, at the discretion of the Mayor/Chair or by a majority vote of the City\nCouncil/Great Park Board.
