(36) 26-1100-S8\nCOMMUNICATIONS FROM THE CITY CLERK and THE CITY\nATTORNEY, CERTIFICATION OF SUFFICIENCY, RESOLUTION, and\nORDINANCE FIRST CONSIDERATION relative to the certification of\nsufficiency of an Ordinance Initiative Petition: Funding for the Los\nAngeles Fire Department through a one-half percent sales tax.\nA. COMMUNICATION FROM THE CITY CLERK\nRecommendation for Council action:\nSUBMIT the proposed initiative ordinance to the voters at either\na Special Election or the next regularly scheduled Election\noccurring more than 110 days from City Council action on the\nInitiative Petition (i.e., the City’s General Municipal Election held\non November 3, 2026).\nB. COMMUNICATION FROM THE CITY ATTORNEY\nRecommendations for Council action:\n1. SUBMIT the proposed initiative ordinance to the voters at\neither a special election or the next regularly scheduled\nelection occurring more than 110 days from City Council\naction on the initiative petition (i.e., the City's General\nMunicipal Election held on November 3, 2026).\nOR\n2. REFER the proposed initiative ordinance to a department\nor office for a report on its fiscal and other impacts on the\nCity, provided, however, that the City Council must submit\nthe initiative to the voters within 30 days of referring the\nordinance for a report.\nFiscalImpact Statement: None submitted by the City Attorney. The\nCity Clerk reports that the funding for the November 3, 2026 General\nMunicipal Election has been received as part of its 2026-27 budget\nsubmission. Council also has the option to hold a stand-alone Special\nElection for the initiative on a different date and the cost would be\napproximately $31.8 million and therefore not recommended. If the\nCity Council refers the proposed ordinance for a fiscal analysis, there\nwould be no additional financial impact relative to election\ncosts. Neither the City Administrative Officer nor the Chief Legislative\nAnalyst has completed a financial analysis of this report.
