(32) 26-0674-S1\nPUBLIC SAFETY COMMITTEE REPORT relative to requesting a\nreport on the costs associated with Los Angeles Fire Department\nresponses to rubbish and vegetation fires within Caltrans right-of-way\nareas.\nRecommendations for Council action, pursuant to Motion (McOsker -\nYaroslavsky):\n1. DIRECT the City Administrative Officer (CAO) and the Los\nAngeles Fire Department (LAFD), and any other relevant\ndepartments, in coordination with the California Department of\nTransportation (Caltrans) and the California Department of\nForestry and Fire Protection (CAL FIRE), to report with an\nanalysis on the total number and frequency of LAFD responses\nto rubbish and vegetation fires over the past three years and the\ncurrent Fiscal Year 2025-2026, and the number and percentage\nof those fires that occur within the Caltrans right-of-way.\n2. DIRECT the CAO and the Chief Legislative Analyst (CLA), in\ncoordination with the Office of the City Attorney and LAFD, to\nreport on:\na. The estimated costs associated for the City with these\nCaltrans right-of-way responses, including personnel\ncosts for the last three years and the current Fiscal Year\n2025-2026.\nb. The feasibility, legal authority, and process required for the\nCity to seek reimbursement or cost recovery from CAL\nFIRE, Caltrans, or other responsible State entity.\nc. Any existing agreements, policies, or precedents related\nto interagency cost-sharing or reimbursement for fire\nresponse services in State-controlled infrastructure areas,\nand whether these frameworks can be revisited or\nrenegotiated to achieve cost savings.\n3. REQUEST that Caltrans report on whether it maintains or\nparticipates in encampment resolution programs within its right-\nof-way, including coordination with local jurisdictions. This report\nshould detail current policies, protocols, and resources\ndedicated to services, shelter, housing, and the success or\nfailure of such efforts.\nFiscal Impact Statement: Neither the City Administrative Officer nor\nthe Chief Legislative Analyst has completed a financial analysis of this\nreport.
