(25) 26-0674-S3\nPUBLIC WORKS AND PUBLIC SAFETY COMMITTEES’ REPORT\nrelative to declaring the property located between John S Gibson\nBoulevard and the I-110 Freeway a Public Nuisance as the result of\nthe presence of excessive trash and debris, storage of junk and\nrubbish, hazardous waste, and dangerous conditions, and related\nmatters.\nRecommendations for Council action, pursuant to Motion (McOsker –\nHutt):\n1. DECLARE the property located between John S Gibson\nBoulevard and the I-110 Freeway (inclusive of APNs\n7412024007; 7440016001; 7440016002; 7440016003) a Public\nNuisance as the result of the presence of excessive trash and\ndebris, storage of junk and rubbish, hazardous waste, and\ndangerous conditions, based on fact and evidence presented\ninto the record, pursuant to Section 7.35.2(c) of the Los Angeles\nAdministrative Code (LAAC), including the following actions:\na. Direct the Board of Public Works (BPW) to expedite the\nissuance of appropriate notices and documentation that\nmay be necessary to effectuate the abatement of the\nnuisance at the site.\nb. Direct the BPW, or designees, to proceed with the\nabatement process, as may be necessary, and, pursuant\nto Section 7.35.3 of the LAAC, invoice the property owner\nfor all and any abatement costs incurred by the City.\n2. INSTRUCT the City Attorney, with the assistance of the Chief\nLegislative Analyst (CLA) and the City Administrative Officer\n(CAO), to report on and develop a formal process for cost\nrecovery, reimbursement, and potential charge-backs to the City\nfor costs associated with emergency response, fire\nsuppression, cleanup, traffic control, and related nuisance\nabatement operations arising from these incidents (pursuant to\nCouncil file No. 26-0674-S1), with such cost recovery and/or\ncharge backs to public and private property owners, as\nappropriate.\nFiscal Impact Statement: Neither the CAO nor the CLA has completed\na financial analysis of this report.
