(17) 17-0447-S2\nMITIGATED NEGATIVE DECLARATION, MITIGATION MONITORING\nPROGRAM, MITIGATION MEASURES, AND RELATED CALIFORNIA\nENVIRONMENTAL QUALITY ACT (CEQA) FINDINGS and PLANNING\nAND LAND USE MANAGEMENT (PLUM) COMMITTEE REPORT\nrelative to a proposed Oil and Gas Drilling Ordinance amending\nSections of Chapter I and Chapter 1A of the Los Angeles Municipal\nCode (LAMC), to prohibit new oil and gas extraction and make existing\nextraction activities a nonconforming use in all zones.\nRecommendations for Council action:\n1. ADOPT the FINDINGS of the Los Angeles City Planning\nCommission (LACPC) as the Findings of Council.\n2. REQUEST the City Attorney to prepare and present the draft\nordinance for City Council consideration; and CONCUR with the\nactions of the LACPC in its report dated January 6, 2026, to\nadopt the environmental clearance, the Mitigated Negative\nDeclaration, Mitigation Monitoring Program, and Findings.\nCase No. CPC-2025-2884-CA\nEnvironmental No. ENV-2025-2885-MND\nFiscal Impact Statement: The LACPC reports that there is no General\nFund impact as administrative costs are recovered through fees.
