(49) 26-0857\nCD 14 CONSIDERATION OF MOTION (JURADO – BLUMENFIELD) relative\nto the Los Angeles Housing Department to report, specific to Council\nDistrict 14, on Rent Stabilization Ordinance and Just Cause Ordinance\ncomplaints and violations; investigation; enforcement; and related\nmatters.\nRecommendation for Council action:\nINSTRUCT the Los Angeles Housing Department (LAHD) to report on\nthe following, specific to Council District 14:\na. Services provided by LAHD to tenants and landlords and what\ncomplaint criteria is required to provide services.\nb. The number of Rent Stabilization Ordinance and Just Cause\nOrdinance complaints received, investigated and/or\nsubstantiated and closed over the last five years, including\nreasons for case closure.\nc. Average LAHD processing timelines such as average time from\ncomplaint receipt to inspection, from inspection to\ndetermination, and to case closure broken down by violation\ntype.\nd. Communication mechanisms, process, timelines for follow up\nwith constituents as well as office standards and requirements\nfor tenant and landlord communication during initial complaint\nevaluation and notification of violations.\ne. LAHD's current mechanisms for enforcement and the number of\nnotices to comply, number of citations, and number of referrals\nto the City Attorney issued over the past five years.\nf. Current protocols for addressing repeat violations, including\nescalation procedures, enforcement tools, repeat-offender\nthresholds, penalties imposed, and recommendations for\nstrengthening enforcement.\ng. An analysis of the most common causes of repeat violations\nand any staffing resource, technological or legal barriers that\nlimit code enforcement and penalties to violators.\nh.Recommendations to improve transparency, reduce repeat\nviolations, strengthen enforcement and improve housing\nconditions for tenants
