Adoption of Resolution and Approval of License agreement with SWISS XMAS INC., in connection with\nthe use of the Santa Monica Pier Deck as a temporary event space for the Swiss Winter Village -\nSanta Monica Pier, from November 2, 2026 through January 15, 2027\nRecommended Action\nStaff recommend that the City Council:\n1. Adopt findings of categorical exemptions pursuant to Section 15301 (Class 1 – Existing\nFacilities), Section 15303 (Class 3 - New Construction or Conversion of Small Structures),\nSection 15304 (Minor Alterations to Land), and Section 15311\n(Class 11 - Accessory Structures), Section 15323 (Normal Operations of Existing Facilities\nfor Public Gathering), and Section 15061(b)(3) (common sense exemption) of the CEQA\nGuidelines for approval of the license agreement with SWISS XMAS INC., in connection\nwith the use of the Santa Monica Pier Deck as a holiday market, from November 2. 2026\nthrough January 15, 2027. as set forth in the staff report;\n2. Authorize the City Manager to negotiate and execute a license agreement with SWISS\nXMAS INC., in connection with the use of the Santa Monica Pier Deck as a temporary\nevent space for the Swiss Winter Village - Santa Monica Pier, from November 2, 2026\nthrough January 15, 2027; and\n3. Adopt a resolution authorizing an exemption from certain provisions of the Santa Monica\nMunicipal Code to facilitate use of the Santa Monica Pier by SWISS XMAS INC., in\naccordance with the License Agreement during the Santa Monica Holiday Market, from\nNovember 2, 2026 through January 15, 2027.\nStaff Report Printout\na.
