A. Adoption of the Second Year of the FY 2025-27 Biennial Budget / Adoption of the First Year and\nApproval of the Second Year of the FY 2026-28 Biennial Capital Improvement Program Budget\nRecommended Action\nStaff recommends that the Housing Authority:\n2026-27 Operating Budget and adopting the first year and approving the second year of\nthe FY 2026-28 Biennial Capital Improvement Program Budget at Attachment B, as\namended by Attachment D;\nStaff also recommends that the City Council and Parking Authority:\n27 Operating Budget and adopting the first year and approving the second year of the FY\n2026-28 Biennial Capital Improvement Program Budget at Attachment A, as amended by\nAttachment D; and\n2026-27 Operating Budget and adopting the first year and approving the second year of\nthe FY 2026-28 Biennial Capital Improvement Program Budget at Attachment C,\namended by Attachment D.\nStaff also recommends that the City Council:\n4. Adopt a Resolution revising the Master Fee Schedule (Attachment E);\n5. Adopt a Resolution revising the Master Fine Schedule (Attachment F);\n6. Adopt a Resolution establishing parking rates and permit fees for all City facilities\n(Attachment G);\n7. Adopt a Resolution establishing new classifications and salary rates (Attachment H) and\napprove related position and classification changes (Attachment I);\n8. Adopt a Resolution establishing the Gann Appropriations Limit (Attachment J);\n9. Adopt a Resolution incorporating an SB1-funded project: The Road Repair and\nAccountability Act (Attachment K);\n10. Authorize staff to amend the City’s Fiscal Policies to incorporate updated Procurement\nPolicies, as described in Attachment L; and\n11. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines and findings of categorical exemptions pursuant to Section 15301 (Existing\nFacilities), Section 15273 (Rates, Tolls, Fares, and Charges), and Section 15324\n(Regulations of Working Conditions) and a finding of Statutory Exemption pursuant to\nSection 21080.20.5of the California Environmental Quality Act (CEQA) Guidelines.\nStaff Report Printout\na.
