8. ADOPT URGENCY ORDINANCE NO. 2495 ESTABLISHING A TEMPORARY MORATORIUM ON SENATE\nBILL 79 DEVELOPMENT APPLICATIONS WITHIN THE WASHINGTON BOULEVARD TRANSIT-ORIENTED\nDEVELOPMENT SPECIFIC PLAN AREA PURSUANT TO GOVERNMENT CODE SECTION 65858\nRECOMMENDATION: It is recommended that the City Council:\n1. Find that the proposed Urgency Ordinance is exempt from the California Environmental Quality Act\n(CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15308; and\n2. Adopt Urgency Ordinance No. 2495 by a four-fifths vote, pursuant to Government Code Section 65858,\nestablishing a temporary moratorium on the acceptance, processing, and approval of certain transit-\noriented development applications within the Washington Boulevard Transit-Oriented Development\nSpecific Plan Area; and\n3. Take such additional and/or related action that may be desirable.
