Item 201: Appeal of the Environmental Determination for Coast Walk Project No. PRJ- 1074172, Lots 2 & 17. Council District(s) Affected: 1. Expected Public Comment Time: Up to 1 minute(s) per person. An appeal of the environmental determination made for the Coast Walk Project, Lots 2 & 17. The project consists of a Coastal Development Permit and a Site Development Permit to demolish a portion of an existing tennis court and construct a new 2-story single-dwelling unit, a detached accessory dwelling unit with a garage, and associated site improvements. The Environmental Analysis Section of the Development Services Department determined that a Mitigated Negative Declaration (MND) was the appropriate environmental document for this project, and that document was prepared in accordance with the California Environmental Quality Act. Per the MND, this project would mitigate its environmental impacts to below a level of significance through implementation of a Mitigation Monitoring and Reporting Program. The Hearing Officer adopted the MND on November 19, 2025. The scope of the subject hearing only includes the project’s environmental determination and not the project’s permits or other entitlements. According to San Diego Municipal Code Section 112.0520(e) Power to Act on Appeal, the City Council shall consider the appeal and may: By a majority vote, deny the appeal and approve the environmental determination to adopt the MND; or By a majority vote, grant the appeal and set aside the environmental determination, in accordance with San Diego Municipal Code Section 112.0520(f). Directing the City Attorney to prepare the appropriate Resolution(s) according to Section 40 of the City Charter. If the City Council grants the appeal, the lower-decision maker's decision to approve the project shall be held in abeyance. The City Council shall retain jurisdiction to act on the revised environmental determination and associated project at a subsequent public hearing. This item is not subject to the Mayor's veto.
