5.1 WAIVE READING IN FULL OF ALL ORDINANCES ON THE AGENDA
RECOMMENDATION: Waive reading in full of all ordinances on the agenda
and declare that said titles that appear on the public agenda shall be
determined to have been read by title and further reading waived.
