E Consideration and possible action to authorize the City Manager to compensate Southeast Area Animal Control Authority (“SEAACA”) for fiscal years 2025-26 and 2026-27, in accordance with Agreement File Number (“AFN”) 200.9. Recommendation to City Council: 1) Authorize the City Manager to compensate SEAACA in the invoiced amount of $641,880 for FY 2025/26 (same amount as FY 2024/25) to close out the fiscal year and to maintain ongoing services; and 2) Authorize the City Manager to review contractual compliance for FY 2026/27 and make future recommendations to Council for payment; or 3) Alternatively, discuss and take other action related to this item.
