C Consideration and possible action to conduct a public hearing to consider
issuing one Cannabis Business Permit for a dispensary use at 8846 Alondra
Boulevard; and consider adopting Resolution No. 26-26 – A Resolution
approving a Cannabis Business Permit to operate a cannabis dispensary at
8846 Alondra Boulevard; Applicant: OTC Bellflower LLC dba Off the Charts.
CEQA: In accordance with the California Environmental Quality Act (Cal. Pub. Res.
Code §§ 21000, et seq.; “CEQA”) and CEQA regulations (Cal. Code Regs. tit. 14,
§§ 15000, et seq.), an environmental review of the application was conducted in
accordance with CEQA Guidelines § 15061. Following that review, it was
determined that the proposed dispensary is included in the classes of projects
exempt from additional environmental review under CEQA Guidelines § 15301
(Existing Facilities) and § 15302 (Replacement or Reconstruction) for the reason
that it is an approved land use proposed for existing commercial and industrial
buildings.
Recommendation to City Council: 1) Reopen a public hearing and consider issuing
a cannabis business permit for dispensary use; and 2) After receiving testimonial
and documentary evidence, close the public hearing and consider whether to issue
a cannabis business permit to the Applicant by adopting Resolution No. 26-26.
Based upon the Applicant’s bid guaranty, it is recommended that the City Council
issue a CBP to this Applicant; or 3) Alternatively, discuss and take other action
related to this item.
