5.3 ESTABLISH LIBRARY ADVISORY COMMITTEE, APPROVE BYLAWS FOR THE COMMITTEE, AND AUTHORIZE THE CITY MANAGER TO EXECUTE MEMORANDA OF UNDERSTANDING WITH FRIENDS OF THE LIBRARY ORGANIZATIONS ACTION: 1) Introduce for first reading and read by title only - AN ORDINANCE OF THE CITY TO THE IRVINE MUNICIPAL CODE ESTABLISHING A LIBRARY ADVISORY COMMITTEE CALIFORNIA, ADOPTING THE BYLAWS OF THE LIBRARY ADVISORY COMMITTEE 3) Authorize the City Manager, and/or designee, to negotiate and execute Memoranda of Understanding (MOUs) with Friends of the Library organizations formed in support of planned Irvine Public Library facilities, as formally directed by the City Council, for the purpose of establishing partnership roles, operational expectations, and eligibility for participation as liaison members on the Library Advisory Committee. 5.3
