3.3 AWARD OF CONTRACT AND BUDGET APPROPRIATIONS FOR PROFESSIONAL DESIGN SERVICES FOR THE SR-133/GREAT PARK BOULEVARD PROJECT APPROVAL AND ENVIRONMENTAL DOCUMENT ACTION: 1) Award and authorize the City Manager to enter into a consulting services agreement with HDR Engineering, Inc. in the amount of $7,676,212.50 for design services for the SR-133/Great Park Boulevard Project Approval and Environmental Document (PA/ED). 2) Delegate authority to the City Manager to approve amendments to the agreement up to $1,779,321.00 for project contingencies. 3) Approve a budget appropriation in the amount of $6,353,371.00 from the North Irvine Transportation Mitigation Program (Fund 270) to the existing SR-133/Great Park Boulevard PA/ED, CIP 316020. 3.3
