8E.Community Development – Approve Final Parcel Map No. 84284 and Accept City Easements for Public Service Vehicular Access and Emergency Vehicular Access Purposes and Street and Highway Purposes and Determine a Statutory and Categorical Exemption from the California Environmental Quality Act (CEQA). Expenditure: None. Recommendation of the Community Development Director that City Council: 1. Approve Final Parcel Map No. 84284; and 2. Accept various widths and lengths of city easement for public service vehicular access and emergency vehicular access purposes along the private driveways in Parcel 1 and Parcel 2; and 3. Accept a 6-foot-wide city easement for street and highway purposes at the southwest corner of the property to align with the back of the sidewalk and wheelchair ramp located at the northeast corner of Voyager Street and Mariner Avenue; and 4. Determine that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to the CEQA Guidelines, including the statutory exemption for ministerial projects under Section 15268(b)(3) (Approval of Final Subdivision Maps), the categorical exemption under Section 15305 (Minor Land Divisions), and the commonsense exemption under Section 15061(b)(3).
