5. Approve Ordinance Granting a Franchise Agreement to Torrance Pipeline Company
The City Council will consider: (PW)
a. Waiving the reading in full and adopting Ordinance No. 2026-05-CC granting a five-year
franchise agreement to Torrance Pipeline Company, LLC, with an automatic five-year extension
unless the City provides notice of termination, for the use, maintenance, repair, and replacement
of one existing pipeline beneath designated public streets together with related appurtenance for the transmission and distribution of oil and oil products.
