7.1 2023-24 HUD FUNDED ANNUAL ACTION PLAN\nIt is recommended that the Town of Apple Valley (“Town”) Council:\nA. Conduct a public hearing and receive comments on the draft\n2023-2024 Annual Action Plan (AAP) for the use of Community\nDevelopment Block Grant (CDBG) funds, HOME Investment\nPartnerships (HOME) funds, and the transferring of Neighborhood\nStabilization Program (NSP) program income to the CDBG\nprogram.\nB. Approve the Community Development Citizen Advisory\nCommittee (CDCAC) funding recommendations for the 2023-2024\nSecond-Year AAP, an annual component of the Five-Year 2022-\n2026 Consolidated Plan (“Consolidated Plan”).\nC. Provide Town Staff with a methodology to distribute funds should\nthe Town’s 2023-2024 CDBG and HOME annual allocation\nincrease or decrease.\nD. Authorize the Town Manager to execute all necessary HUD\ndocuments on behalf of the Town.
